Jackson County REMC Seeks Rate Changes
Jackson County REMC has asked
the Indiana Utility Regulatory Commission (IURC) to authorize multiple changes
to its electric rates in three separate filings. The first two involve tracking
the continually shifting cost of wholesale electricity. A third filing asks the
IURC to examine and adjust the revenues needed for REMC’s own operating costs.
The first two filings that
track wholesale electric costs combine for a net impact on retail rates of $1.02
per 1,000 kWh effective June 1, first affecting the customer bills to be mailed
July 30. A current bill for 1,000 kWh of $102.98 would become $104.00, an
increase of 1.0 percent.
Prior to June 1, the filings
would temporarily decrease retail rates by $6.78 per 1,000 kWh during a
two-month transition period beginning April 1. This lower rate would show on
customer bills to be mailed May 28 and June 30.
Jackson County REMC serves
its 24,200 member/owners in rural sections of Jackson, Washington, Jennings,
Scott, Lawrence, Brown, Bartholomew, Monroe, Jefferson, and Clark Counties. Its

Energy Charge Adjustments
-
Energy charges in
Schedules "A," "G," "P," and “R” are subject to the purchased power cost
adjustment tracking factor shown in the current Appendix “A” and to the fuel
cost adjustment factor shown in the current Appendix “FC”.
Schedule "A" - Basic Service
Character of Service - Alternating current, sixty Hertz,
at a voltage of approximately 120 volts two wire, 120/240 volts three wire,
or 240 volts 3 wire, 480 volts 3 wire, 120/208 volts 4 wire, 120/240 volts 4 wire,
or 277/480 volts 4 wire.
Availability - Available to any account with capacity requirements of 50 KVA
or less.
Rate -
Facilities Charge - $15.00 per month for single
phase service at 120/240 volts.
Facilities Charge - $30.00 per month for three
phase service, or single phase service at other than 120/240 volts.
Energy Charge*
- $.060727 per KWH
Availability
– Available to any customer on a first-come, first-served basis with on-site
distributed generation capacity of 15 kW or less that is powered by renewable
resources (e.g. solar, wind, or low-head hydro) and interconnected with
Jackson County REMC (REMC) per specifications. Total participation under this
tariff is limited to one-tenth of one percent (0.1%) of REMC’s peak load
during the preceding twelve-month period.
This tariff will be
offered subject to:
1. Standard
Jackson County REMC membership requirements.
2. Indiana Utility Regulatory
Commission Rules and Regulations of Service for Electric Utilities in Indiana
3. A contract between the
qualifying facility and Jackson County REMC that sets forth all terms and
conditions governing the interconnection of the customer-owned generation
facility.
Biilling
– The electricity delivered by REMC to the customer will be measured and sold
under the appropriate regular tariff. The electricity generated by the customer
and delivered to the REMC will be measured and purchased under Purchase Offer
“R” and credited to the account that is billed for the electricity sold to the
same site. If the purchase credits exceed the billed amount, the excess credits
will be rolled forward and applied to the succeeding month’s bill. When the
customer discontinues service at the site, any unused credits will be granted to
the REMC.
Metering
– Metering will be the responsibility of Jackson County REMC.
Rate
– Energy will be purchased on an “avoided-cost” basis. The following base rate
will be modified by the energy charge adjustments detailed in Appendix “A”.

Terms and Conditions of Service Applicable
to All Rate Schedules
Minimum Monthly Charge
- The minimum monthly charge shall be the facilities charge, except for those
consumers who have contracted for higher minimums to guarantee line extension
investments.
Equalized Monthly Payment Plan
- Rural Electric will agree to bill a residential consumer each month for eleven
months an amount equal to one-twelfth of the estimated annual consumer billing.
On the twelfth month of such agreement, consumer will be billed the balance owed
on his account. Rural Electric shall have the right to make new estimates and
compute a new monthly billing level based on actual usage at any time during the
year and may discontinue such billing for reasons of delinquent payment.
Terms of Delivery
- The charges under each rate schedule are based upon the supply of service
through a single delivery and metering point, and at a single voltage. If
service is supplied to the same consumer through more than one point of delivery
or at different voltages, the supply of service at each delivery and metering
point and at each different voltage shall be separately metered and billed.
Each family residential unit shall be served separately. Service is supplied in
accordance with rules prescribed by the Indiana Utility Regulatory Commission
and also the Bylaws and the Rules and Regulations of Jackson County Rural
Electric.
Limitations on Connected Equipment
- Rural Electric may require corrective measures or devices for any
motor or other connected load that in the opinion of Rural Electric will cause
undue voltage fluctuations to other customers. Operation of any motor in excess
of ten horsepower must be approved by Rural Electric and may continue only at
the discretion of Rural Electric. If three-phase service is supplied, all
motors in excess of ten horsepower shall be connected three-phase.
Consumer Facilities
- All equipment and facilities beyond the metering point shall be furnished and
maintained by the consumer.
Resale
- No resale of power purchased under these schedules is permitted.
Demand Charges
- Under Rates “G” and “P,” KW billing demand shall be the maximum
average KW demand for any period of fifteen consecutive minutes during the
billing period. KVAR billing demand will be determined by trigonometric
calculation using the peak 15-minute KW billing demand and the average power
factor for the period. Suitable instruments will be installed by Rural Electric
as necessary and appropriate to determine the KW and KVAR demands.
Line Extension Cost
- Line extension policies may require payment of extension costs if
added facilities are required solely to provide requested service. All
necessary equipment will be furnished, owned and maintained by Rural Electric.
Late Payment
Charge - If a
bill is not paid within seventeen (17) days after the bill is mailed, it shall
become a delinquent bill and a late payment charge may be added in the amount of
ten percent (10%) of the first three dollars ($3.00) and three percent (3%) of
the excess of three dollars ($3.00).

Schedule of Miscellaneous Charges
Collection
Trip - If it
shall become necessary to visit a member’s premises to collect or attempt to
collect a delinquent amount due, the member shall be charged $30.00 for each
such visit.
Bad Check
- Whenever a consumer’s payment for any indebtedness to Rural Electric is made
by check and said check is returned by the bank for lack of sufficient funds
or failure to have an active account, a $15.00 handling and collection charge
will be charged to the consumer’s account.
Reconnection -
Where a service location has been disconnected within the previous five years,
or for over five years if facilities and right-of-way remain in suitable
condition for use, payment of a standard service charge will be a condition
for restoration of service. If the reconnection can be scheduled for normal
working hours, the charge shall be $45.00. If the reconnection requires
overtime labor outside of normal working hours, the charge shall be $150.00.
Reconnection associated with maintenance or repair activities and without
billing interruption will not be subject to this charge.
If service has been idle for over five
years and the facilities and/or right-of-way are no longer suitable for use,
Rural Electric may require the customer to be responsible for the restoration
costs according to terms applicable to new service line extensions.
Temporary
Service
- When a consumer has contracted for a permanent service extension and
requests a temporary connection from that extension for construction purposes
only, Rural Electric will provide a temporary service panel at a rate of
$25.00 for each six-month period or fraction thereof.
