Retail rates to
reflect full
wholesale power cost
as of April 1

Talking about rising prices is
never pleasant, but it is necessary in order to keep everyone well informed.
Back on April 1, 2007, the rates
that Jackson County REMC was paying for wholesale power increased by $11.60
per 1,000 kWh. The REMC board of directors elected to pass through $8.60 in a
first phase of the corresponding retail increase and to absorb the remaining
$3.00 for a year in order to mitigate the impact upon members.
It is now time to implement the
second phase of the rate adjustment that was previously announced. Jackson
County REMC has, therefore, recently asked the Indiana Utility Regulatory
Commission to approve an increase in its retail rates for the other $3.00 per
1,000 kWh that it had been absorbing.
Even after the April 2007 wholesale
increase, cost pressures continued to build in electrical power markets
sufficient to generate another raise in wholesale prices that occurred on
January 1, 2008. Consequently, a retail "fuel adjustment" request for an
additional $1.28 per 1,000 kWh has also been placed before the utility
commission to deal with this incremental increase.
The overall effect upon member
bills from both requests would be to raise a typical residential retail bill
of 1,000 kWh by $4.28, or 4.8 percent, from $88.54 to $92.82. As submitted,
the new rates would become effective on April 1, 2008, and would first appear
on bills to be mailed on May 31, due and payable by June 17.
Only the higher prices for
wholesale electricity have been included in the rate adjustment. All funds
generated will be paid out to cover the higher cost of power.
I wish I could say that electric
rates should now stabilize, but, unfortunately, that is not the way the world
is shaping up. Rising demand for energy, tightening emissions standards and
the need to build additional generating capacity are three significant factors
that will put further pressure on electric rates in the coming years.
REMC’s wholesale power supplier,
Hoosier Energy, has forecasted the need for further quarterly "fuel cost
adjustments" and has scheduled a base rate increase of $1.50 per 1,000 kWh for
January 1, 2009.
More significantly for the longer
term, major decisions are being discussed at the state and federal levels
regarding global warming and carbon dioxide regulations with huge
ramifications for electricity prices. Everyone will need to tune in and
participate in the debate, as carbon legislation could easily increase
electric prices by another 100 percent.

Schedule "A" - Basic Service
Character of Service - Alternating current, sixty Hertz,
at a voltage of approximately 120 volts two wire, 120/240 volts three wire,
or 240 volts 3 wire, 480 volts 3 wire, 120/208 volts 4 wire, 120/240 volts 4 wire,
or 277/480 volts 4 wire.
Availability - Available to any account with capacity requirements of 50 KVA
or less.
Rate -
Facilities Charge - $15.00 per month for single
phase service at 120/240 volts.
Facilities Charge - $30.00 per month for three
phase service, or single phase service at other than 120/240 volts.
Energy Charge * $.060727 per KWH
Schedule "G" - General Light and Power Service
Character of Service
- Alternating current, sixty Hertz, at a voltage of 120/240 volts three wire, or
240 volts 3 wire, 480 volts 3 wire, 120/208 volts 4 wire, 120/240 volts 4 wire, or 277/480 volts 4 wire.
Availability
- Available to any account with capacity requirements of 2500 KVA or less.

Voltage Service
Character of Service

Three-phase, alternating current, sixty
Hertz, at a nominal voltage of 7,2000 volts phase to ground and 12,470 volts
phase to phase.
Availability
- Available to any account with capacity requirements of 2500 KVA or less.
A customer taking service under this schedule must have a written agreement with
Rural Electric that clarifies customer duties and responsibilities.

Demand Charge - $1.80 per KW billing demand.
Demand Charge - $.25 per KVAR billing demand.
Energy Charge * - $.055265 per KWH for first 300 hours use of KW billing demand.

Schedule "L"
- Security Lighting Service
Character of Service
- Lamps controlled by photoelectric cells installed on facilities of the Rural
Electric with 120 volt service provided under another applicable rate
schedule.

- Energy charges in Schedules "A," "G" and "P" are subject to a purchased
power cost adjustment tracking factor of $.012808 per KWH effective April 1,
2007, and to a fuel cost adjustment factor of $.000000 per KWH
effective August 1, 2007.

Terms and Conditions of Service
Applicable
to All Rate Schedules
Minimum
Monthly Charge -
The minimum monthly charge shall be the facilities charge, except for those
consumers who have contracted for higher minimums to guarantee line extension
investments.
Equalized
Monthly Payment Plan
- Rural Electric will agree to bill a residential consumer each month for eleven
months an amount equal to one-twelfth of the estimated annual consumer billing.
On the twelfth month of such agreement, consumer will be billed the balance owed
on his account. Rural Electric shall have the right to make new estimates and
compute a new monthly billing level based on actual usage at any time during the
year and may discontinue such billing for reasons of delinquent payment.
Terms of
Delivery - The
charges under each rate schedule are based upon the supply of service through a
single delivery and metering point, and at a single voltage. If service is
supplied to the same consumer through more than one point of delivery or at
different voltages, the supply of service at each delivery and metering point
and at each different voltage shall be separately metered and billed. Each
family residential unit shall be served separately. Service is supplied in
accordance with rules prescribed by the Indiana Utility Regulatory Commission
and also the Bylaws and the Rules and Regulations of Jackson County Rural
Electric.
Limitations
on Connected Equipment
- Rural Electric may require corrective measures or devices for any motor or
other connected load that in the opinion of Rural Electric will cause undue
voltage fluctuations to other customers. Operation of any motor in excess of
ten horsepower must be approved by Rural Electric and may continue only at the
discretion of Rural Electric. If three-phase service is supplied, all motors in
excess of ten horsepower shall be connected three-phase.
Consumer
Facilities
- All equipment and facilities beyond the metering point shall be
furnished and maintained by the consumer.
Resale
- No resale of power purchased under these schedules is permitted.
Demand
Charges
- Under Rates “G” and “P,” KW billing demand shall be the maximum average
KW demand for any period of fifteen consecutive minutes during the billing
period. KVAR billing demand will be determined by trigonometric calculation
using the peak 15-minute KW billing demand and the average power factor for the
period. Suitable instruments will be installed by Rural Electric as necessary
and appropriate to determine the KW and KVAR demands.
Line Extension Cost
- Line extension policies may require payment of extension costs if added
facilities are required solely to provide requested service. All necessary
equipment will be furnished, owned and maintained by Rural Electric.

Schedule of Miscellaneous Charges
Collection Trip
- If it shall become necessary to visit a member’s premises to collect or
attempt to collect a delinquent amount due, the member shall be charged $30.00
for each such visit.
Bad Check
- Whenever a consumer’s payment for any indebtedness to Rural Electric is
made by check and said check is returned by the bank for lack of sufficient
funds or failure to have an active account, a $15.00 handling and collection
charge will be charged to the consumer’s account.
Reconnection
- Where a service location has been disconnected within the previous five years,
or for over five years if facilities and right-of-way remain in suitable
condition for use, payment of a standard service charge will be a condition for
restoration of service. If the reconnection can be scheduled for normal working
hours, the charge shall be $45.00. If the reconnection requires overtime labor
outside of normal working hours, the charge shall be $150.00. Reconnection
associated with maintenance or repair activities and without billing
interruption will not be subject to this charge.
If service has been
idle for over five years and the facilities and/or right-of-way are no longer
suitable for use, Rural Electric may require the customer to be responsible for
the restoration costs according to terms applicable to new service line
extensions.
Temporary Service
- When a consumer has contracted for a permanent service extension and requests
a temporary connection from that extension for construction purposes only, Rural
Electric will provide a temporary service panel at a rate of $25.00 for each
six-month period or fraction thereof.
Credit/Debit Card
Convenience Fee
- Whenever a consumer chooses to make a payment to Rural Electric by means of a
credit or debit card, there will be a $2.00 convenience fee added to each
account so paid to offset a portion of the handling expenses.
